No. Webb was about to be court-martialed for speaking his mind (good and bad) on VN. I believe he was working for then Secretary of the Navy John Warner. Warner arranged his honerable discharge before the court-martial could be convened. The charge was disobeying a direct order from a superior.
It’s just a good example why officers need to go to the War College before being given a political assignment.
