Those resentments they have against eachother run
too deep. It is too bad that they cannot see eachother
as Iraqi first and then have their loyalties to their sect or tribe as you say.

It was the Ottomans who figured out how to contain the rivalries within Iraq. They divide the country into three seperate entities with a strong-man government(Ottaman) that took no shit from anyone.
Iraq was then and still is now…a tribal culture.
It was the Brits who tried the Central government one state idea which ultimately gave rise to Saddam.
Without a strongman at the helm, the Iraqi central government idea will ultimately fail in my opinion.
Learn a lesson from Muslim history. The Ottomans got it right.
People need to stop trying to measure the Iraqis by western standards.Western standards work in the First World just fine. But it took centuries of wars and in-fighting to make it so.
We don’t have “centuries” to wait for the Iraqis to get it together. But we do have a wealth of Iraqi historic references to draw our ideas from.
Would someone please start teaching our State Department Muslim culture and history? I’m fucking sick and tired of all these US and Western governments that haven’t a fucking clue.
If the “State” had any real sense, they’d hire a guy like Robert Spencer, Hugh Fitzgerald, Walid Phares, Walid Shoebat,or Ibn Warriq, to come up with a plan for Iraqi governence that makes sense and takes into consideration, Iraqi history, culture and religions.

I do think that human civilizations can evolve to live with and cooperate with each other, maintaining religous identity while cooperating within secular governance. Maybe the Iraqis can join us in the modern world and be a leader in that region. Or not.
Either way we have to ensure our own security first and foremost.

My two cents: Divide Iraq into three semi-autonomous states, not regions, states. Replace the central government with an “interstate” council, which arbitrates relations between the three states. The three states MUST conduct joint military exercises, probably quarterly. The education system will be centrally coordinated and standardized to promote better relations between the peoples of Kurdistan, Anbar, and whatever the damn Shi’ites want to call their state as long as it isn’t Western Iran.
… and they all will live f’in happily ever after, god damn it!

I feel safe assuming that the Iraqi Government Officials never learned to share their toys when they were kids either (or maybe they didn’t have toys). I believe that a Democracy can work anywhere, it’s just a matter of educating the people to the concept of “Freedom of Religion”. As I look at Europe’s Secular societies I see some correlation that they may tend to create a vacuum for Religious extremists, thus the Muslim influx in Germany and France. It’s true however that those are vastly different situations as the major problem with Iraq is that their Political Parties are based on Sectarian Ideologies which many of the Leaders aren’t willing to part with.
As for Educating the people to get along, so that they can live side by side peacefully as we do here in America, well that has to happen between the citizens of Iraq (I believe that most Iraqis want peace) and I would say that in their hands is where the hope rests. They citizens need to figure out that it’s O.K. for them to tell the Government what to do instead of the other way around!
