International Community Reacts To Bhutto Assassination - With Video

“The United States strongly condemns this cowardly act by murderous extremists who are trying to undermine Pakistan’s democracy. Those who committed this crime must be brought to justice.”
French President Sarkozy:
“Terrorism and violence have no place in the democratic debate and the combat of ideas and programs.”
Indian Prime Minister Manmohan Singh:
“In her death the subcontinent has lost an outstanding leader who worked for democracy and reconciliation in her country.”
Russian Terrorism Czar Anatoly Safonov:
“The already unstable situation in Pakistan will be further exacerbated by this powerful factor.”
British Foreign Secretary David Miliband:
“In targeting Benazir Bhutto, extremist groups have in their sights all those committed to democratic processes in Pakistan. They cannot and must not succeed. This is a time for restraint but also unity.”

I do not understand the Brit’s statement. Is he saying he wants to end violence with restraint?
