Canada To Rewrite Manual Linking U.S. And Torture

OTTAWA — The Canadian minister of foreign affairs, Maxime Bernier, said Saturday that he had ordered officials to rewrite an internal government manual that listed the United States among countries that potentially torture or abuse prisoners.

“I regret the embarrassment caused by the public disclosure of the manual used in the department’s torture awareness training,” Mr. Bernier said in a statement. “It contains a list that wrongly includes some of our closest allies. I have directed that the manual be reviewed and rewritten.”

The United States government has repeatedly said that it does not torture prisoners, an assurance that has been accepted by Canada’s Conservative government.

Although the Department of Foreign Affairs would not specify which countries would be removed from the list, the United States is a close ally and had complained to Canada about its inclusion.

The 89-page PowerPoint presentation now under review is used to train diplomats on how to detect and handle cases involving the torture of Canadians held by other countries. It became public after being turned over last week to Amnesty International Canada as part of a lawsuit.

The document includes the United States on a list of nations under the heading: “Possible Torture/Abuse Cases.” Another slide, titled “Definition of Torture,” lists six “U.S. interrogation techniques” that it describes as nonphysical, including blindfolding, covering heads in hoods, forced nudity and sleep deprivation.

The presentation concludes, “All of the above have the same long-term effects as physical torture.”

It was not clear from Mr. Bernier’s statement if the rewriting of the manual would remove all references to the United States or any other nation. When asked if that would be the case, Neil Hrab, a spokesman for Mr. Bernier, replied in an e-mail message: “The statement speaks for itself. The manual is being reviewed and rewritten.”

Other countries identified in the document include Afghanistan, Israel, China, Egypt, Iran, Mexico, Saudi Arabia and Syria. The American military base and prison at Guantánamo Bay, Cuba, is included on the list separately from the United States.

Afghanistan is included on the list although the Canadian government says that prisoners turned over to the Afghan government by Canadian troops are not ill treated or tortured in violation of Canadian laws.

Amnesty International’s lawsuit is an attempt to end those handovers.

The current Canadian government has rejected calls from human rights groups to ask the United States to return the one Canadian currently held at Guantánamo Bay. Other allies of the United States have asked for their citizens to be returned.

    We should not even gives this any attention…They need to come to a responsible conclusion of what torture really is, otherwise they will not be taken seriously

    We’re fighting an enemy that cuts off heads, blows up women and children. does things i dont even care to describe and we torture? blindfolding a person who might be responsible for the death of hundreds of people is torture? sleep depriving a killer for a few days.

    A Liberal appointed bureaucrat was responsible not an elected conservative government minister. For a country of so-called pussies Canada has more than pulled its weight in Afghanistan, we are one of the few NATO countries that have been involved in combat since day one. The US has about 25,000 troops in Afghanistan and has suffered 480 casualties; Canada has 2,500 troops and has suffered 77 casualties fighting in southern Afghanistan where fighting has been the fiercest. That’s the equivalent to 770 US casualties.

    Dont bash “canada” because their is some douche here that put US on a list on the document. Canada doesnt feel that way, only this one douche who wrote that document does. And why is their someon bashing Canada in return, we are both on the same team. warbicycle, question for you, how many of those 77 deaths were caused by the Us airstrike on Canadian forces? I understand it was a mistake, but dont say were bad because we have more killed per soldiers their. It all depends where the soldiers are deployed,

    I support American troops 100% regardless of ANY bullshit that goes on. This whole bashing one another is stupid. Like my comment above, i dont blanket US solders with a bad name because of a mistake that killed some ally soldiers, its war it happens. why should canada have a blanket statement put over it because one douche put US in a stupid document? As soon as real Canadians found otu about it, they were just as pissed. Canada gets downplayed way to much IMO. They dont flex their muscles like some others, but they never back down from a fight. 3 beaches on d-day baby!

    Ill clarify my statements from earlier. I dont have a thing against Canadians. They are welcome here anytime as far as im concerned. My point was made towards the government or those involved in writing this. You dont backstab a friend like that and put them on a list of countries that torture. We’re not Iran or North Korea

    I support the American effort despite crap like Abu Ghraib, or however you spell it. And I’m Canadian. I also am a strong supporter of Canada’s participation in Afghanistan, which is pretty f*ing important. Canada isn’t a perfect country, don’t kid yourselves that the US is, either. And maybe you should think a little bit about alienating the Canadian posters here. It is extremely unlikely that the document in question is a product of the current government, and much more likely that it is a holdover of the previous bleeding Liberal one. Like your state department, our civil service is full of people with agendas of their own that often are in conflict with the government in office. So cut us some slack, or f* off. I’m sick of Canada bashing every time some story comes up. You don’t get America bashing every time something negative about the US comes up, even bloody huge ones like that idiotic and DAMAGING recent NIE on Iranian nuclear weapons.

    1. 2002 - Four Canadians killed, eight injured by F16 dropping 250 lb bomb on them.

    2. 2006 - One Canadian killed, 36 injured when an A10 mistakenly fired on a Canadian platoon taking part in NATO’s massive anti-Taliban operation in southern Afghanistan.

    3. 2007 - One Canadian killed when shot from behind by US Special Forces.

The government puts out something saying the US should be on a list with Iran and other countries that torture and you’re going to cry because it pisses us off? we’re not going to sit here and read something like that with a smile on our faces.

    I dont go around bashing Canada every day. I have never had a problem with any Canadian i have ever met, which has been alot considering i live so close to the border. This particular issue just bothered me.

    Actually, what pisses me off more than some of the comments is Iggy’s title - “Enemy to the North”. Unless this is a bad joke, Iggy has just made me one of the enemy. And in that case, I’m out of here. I wish Pat a full recovery and look forward to seeing Young Americans when it comes out, and I’ll send a little more money when I can. But frankly, that label makes me feel very unwelcome here.

    I was not referring to the whole of Canada, but there is an enemy within Canada, just as there are enemies within America. I just simply noticed enemy activity, and pointed it out to my fellow patriots. Just like a Marine should. Just as I would expect from any of you.

    And just like the lierals in the US, socialists are not on our team. Plain and simple.

    Iggy, I appreciate the clarification. It isn’t how I read the header and line underneath it. Comes across to me as comparable someone in Canada writing “Enemy to the South: Blocking Action to Stop Iranian Nuclear Weapons Threat”. “Amerca just shows you the right sucks.”. You know. Like that.

    Listen folks. I grew up in Buffalo, NY, just across the bridge from Ft. Erie, Ont. I spent my summers in Canada, and I am here to tell you, Canadiens are awesome people. If you exclude the socialist-liberal crybabies in Toronto, most Canadiens are right-on.

    WarBicycle, They ARE kicking ass in Afghanistan, for sure. But friendly fire incidents do happen. A US Air Force A-10 killed several Marines (one verified but more like ten) at An Nasiriyah, Iraq in 2003. In fact, one of those Marines killed was from Buffalo. I was there too. While I am not the biggest fan of the US Air Force and their shitty way of providing close-in air support, the fact is that friendly fire can account for up to one-third of combat related casualties.
