And they think that stopping people from smoking will improve things? *shakes head in disbelief* That people can continue to live in China is irrefutable proof of the human organism's ability to adapt to its environment - just like those radioactive deer around Chernobyl. On a different note, the government seriously thinks it can enforce a ban similar to one which it unsuccessfully tried to enforce at an earlier date. What the hell do they think they're going to do? Shoot all smokers on sight?

Possible outcome #1:

Chinese being heavy smokers, they ignore the ban and the government doesn't bother enforcing it.

Possible outcome #2:

Chinese being heavy smokers, they ignore the ban and the government starts handing out fines like confetti. This proves one kick in the balls too many, and the people rise up and overthrow the Communist/Corporatist Party.

Hey, you never know. We had a revolution over tea, and we had already become a nation of coffee drinkers. It was just the straw that broke the camel's back. The Stamp Act (taxing damn near every piece of paper in the Thirteen Colonies) is what had us so riled up that the next tax, inconsequential compared to earlier ones, set off a explosion that still echoes today.
