China Denies Cyber Attacks Against U.S.
BEIJING, March 4 - (Kyodo)—China on Tuesday denied launching cyber attacks against the United States and criticized a U.S. Defense Department report that had expressed concern about Beijing’s cyber-warfare capabilities.
Foreign Ministry spokesman Qin Gang said China has already made “grave representations” to the United States over the Pentagon report, which said that numerous intrusions into computer networks around the globe appear to have originated from within China.
“I can tell you responsibly, the Chinese government is not doing such a thing,” Qin said at a regular press conference, when asked about the cyber attacks.
“If there is such evidence, we invite the Untied States to present proof and we can both begin cooperation in that area,” he said.
The Pentagon said in its annual report to Congress on China’s military power that numerous computer networks around the world have been subject to intrusions that appear to have originated within China.
The report said that while it is unclear if the intrusions were conducted by, or with the endorsement of, the Chinese military or elements of the Chinese government, development of such capabilities is in line with Chinese military documents.
“The U.S. report promotes the theory that China is a threat, seriously bends truth, interferes with China’s internal affairs and breaks rules of international relations,” Qin said.
“China expresses firm opposition and has made grave representations to the United States,” he said.
While the Pentagon’s report also expressed concern over China’s lack of transparency in its military power, Qin also rejected that idea.
“We oppose any country or anyone who uses the military power transparency issue to promote the theory that China is a threat, and interfere in China’s internal affairs,” he said.

I almost believe them. They have a large muslim population that even the Chinese government seems to kowtow to. Last year was the year of the pig. The Chinese government promised to downplay that so as to not offend their muslims. They issued an official apology for something they’ve probably been doing for five-thousand years. Along come the muslims and we all have to change our ways. Not unlike an English bank that removed from it’s logo a piggy bank. Don’t want to offend the mooslums. The computer attacks could very well be coming from them.

March 4th, 2008 at 8:16 amAs a former analyst, I can say with confidence that Chinese actors have been behind MANY attacks and a HUGE amount of data exfiltration from unclassified USG networks and government contractor networks. They are also aware of classified networks and working on breaching them. China is our #1 cyber threat with Russia at a close second. Check your e-mails carefully and think twice before opening those attachments. The Chinese are very adept at gathering information and crafting socially engineered e-mails.
Also, from studying the way we have waged war in Afghanistan and Iraq the Chinese realize that even though our technology allows us to coordinate precise and near instantaneous attacks, we are heavily dependent on our networks and that we do not have significant back up communications. In other words, even though we have a significant advantage on the battlefield, we rely HEAVILY on our networks and do not have another effective way of communication once they are down, making this our Achilles heel. CNE (computer network exploitation) and CNA (computer network attack) is part of Chinese warfare doctrine on assymetric warfare against a superior foe. It is part of Chinese warfare doctrine (as is ours) to conduct CNA and cripple communications prior to an actual physical attack.
