Secretary of State Condoleezza Rice managed to avoid strife during her appearance before the House Subcommittee on State, Foreign Operations, and Related Programs today to explain President Bush’s 2009 foreign aid budget – her last scheduled appearance as the nation’s top diplomat.
Rep. Nita Lowey, a New York Democrat who chairs the subcommittee, agreed to lift her objection to granting $100 million in aid to the Palestinian Authority, responding to Rice’s assurances that the Palestinian leadership is committed to peace with Israel.
Lowey and other members of Congress froze $150 million of economic assistance to the Palestinians last week, as fighting worsened between Israel and Hamas, and after a gunman killed eight students in a Jewish seminary in Jerusalem.
But Rice was unable to escape hostility from the audience, as some 15-20 members of the anti-war group Code Pink waved blood-colored hands in the air and chanted “war criminal” from the back of the hearing room during Rice’s testimony.
The protesters were held back by police as Rice left the room, in contrast to last fall, when one member of the group came close enough to her to wave blood-colored hands in Rice’s face.
In response to a query from Rep. Dave Weldon (R-Fla.), who called the presence of the protesters a “circus” and asked if anything could be done about them, Lowey replied, “we’re here in the United States of America, and as long as they don’t disrupt this proceeding and as long as they’re silent, they will be welcome.”
Rice testified that under the Bush administration, assistance to Latin America had been doubled, and quadrupled in Africa.

I will not demean you for your opinion. That is the great thing about this country we can have and state an opinion without fear of ourselves or our families being murdered for it.
I’m going to make an assumption. You think we have no business being in Iraq. It is their problem not ours and we should mind our own business. Let me ask you this…. If you were walking down the street and saw an elderly woman or young child being beaten would you get involved and stop it or would you mind your own business? I raised my children to protect those who could not protect themselves. To step up and give them the self confidence and means to stand up for themselves knowing that someone had their back. In my eyes that is what we are doing for the people of Iraq. And it is happening. The people of Iraq are turning on the Mullahs and Clerics who use Islam to control them with hate and fear and simply feed on the power trip it gives those few. You talk about the world view of the US for over 30 years attacks went unanswered. Each time we did not respond it made this country look weaker and the next attack was a little bigger. Do you not remember 9/11? The world is starting to once again see us as the sleeping giant who is waking up. If we continued to ignore the growing threat to our way of life it will only be a matter of time before you can not state your opinion without fear of the Mullahs knocking on your door to punish you for having it.
