The Patriot Act revised this country's 1968 wiretap law to incorporate modern technology, like computerized money transfers to off shore accounts, internet/server/email/hacker issues. The Patriot Act lets a wiretap warrant be issued against a particular person or entity, nationwide. Before, for instance, it had to be just against a particular phone number in a particular place (which could prove problematic in this age of disposable phones). Banks fill out reports on suspicious money transfers, especially to offshore accounts, reporting them to Treasury/IRS (Spitzer was using one of these accounts to pay the hookers). This is why liberals like Obama hate the Patriot Act. Not because it invades anyone's privacy, but because it allows law enforcement to investigate these activities and catch bad guys.
