The angle of the blade is such that it could easily miss the optical nerve (in fact the blade runs roughly parallel with the path of the nerve - which runs from the inside corner of the socket deep into the brain) and it is low enough that it isn’t buried in the frontal lobe of the brain (depending on how deep this “hatchet” has penetrated).
3. The velocity of strike shouldn’t have been great enough to seriously disturb the brain but there is serious risk of hemorrhaging.
4. Our poor victim should have a decent chance of survival if swelling of the brain can be kept down - he is most fortunate that no major blood vessels were pierced.
Looks more like an old straight razor.
