Murtha Loses Mind: “Stability Not Necessary For Political Solution”

Reps. David Obey and John Murtha convened the rare recess-week news conference to counter Pentagon reports that the military will have to take drastic steps next month if it doesn’t get the money soon.
Pentagon spokesman Bryan Whitman said the military has only limited transfer authority.
“Those who think we have some sort of flexibility here are simply misinformed,” Whitman told reporters on Tuesday. “We’ve entered into a very serious period here.”
McConnell, R-Ky., who led the effort to block the legislation in the Senate, indicated on Tuesday that he’s not budging either. He said Democrats should stop “grandstanding” and provide a clean bill.
Troops and their families “deserve to know their loved ones are provided for by the time Congress leaves for Christmas,” he said in a statement.
Murtha and Obey said they wouldn’t speculate what might happen next year, when Congress returns from its holiday break.
“What happens in February is going to be determined by what the president does in February,” Obey said.

House Democrats’ point man in the war-funding showdown with the White House today dismissed U.S. military gains in Iraq and vowed to tighten the purse strings until President Bush accepts a pullout plan.
“Look at all the people that have been displaced, all the [lost] oil production, unemployment, all those type of things,” said Rep. John P. Murtha, chairman of Appropriations defense subcommittee. “We can’t win militarily.”
The Pennsylvania Democrat conceded violence was down dramatically and some normalcy restored on Iraq’s streets, but he said U.S. victory remains unattainable as long as Baghdad fails to pass national reconciliation laws.
“To change the political law, it doesn’t seem to me you need the military stability,” Mr. Murtha told reporters on Capitol Hill.

The military plans to furlough civilian employees and cut all Army and Marine Corps bases to bare-bones operations early next year because of a funding impasse with Congress, according to a memo provided to Politico. ( READ THE SHUT-DOWN MEMO )
Democratic leaders accused the Bush administration of using scare tactics, and said they will not be strong-armed into giving the White House a blank check on the war.
In the memo, Defense Secretary Robert M. Gates instructs the secretaries and of the Army and Navy to “start appropriate planning to reduce operations at all Army bases by mid-February of next year and all USMC bases by mid-March of next year.”
The plan would leave “bases … all but shut down, only able to provide the most basic safety and security measures for those who reside there,” Pentagon press secretary Geoff Morrell said at a briefing Tuesday afternoon.
“The most immediate impact will be felt next month, just before Christmas, in fact, when we’ll begin notifying roughly 200,000 civilians and contractors that we can no longer afford their services; and that, absent additional funding, they will be furloughed, or temporarily laid off, within a matter of weeks,” Morrell said.

For instance, he set up and puts in earmarks for a National Drug Intelligence Center in his hometown of Johnstown, PA, surely a hotbed of drug activity. There’s already one in DC and on the Mex border, and the GAO called it a waste of money. He’s steered $509 million (that’s right, 1/2 billion with a “b”) to it since it opened 13 years ago. What a piece of work. Wonder what ring Dante would have put him in.
